Eric Rongley, Chief Executive Officer

Eric Rongley founded Bleum, one of China’s leading outsourcing providers to western companies, in August 2001. As CEO of the company, he sets the strategic direction for the company’s growth and development. His experience spans over two decades building high performance software centers in both India and China. His particular strength lies in inspiring companies to attain the highest level of international standards. Currently, he has led the Bleum team to achieve CMMI Level 5 and ISO 27001 certifications.

Prior to founding Bleum, Eric established and ran the Navion (Shanghai) Software Development Company for Capital One Financial (NYSE: COF) of Virginia, USA. Under his leadership Navion was recognized by the Asian Wall Street Journal and the Far Eastern Economic Review, as the 10th Best Employer in Asia. Before his career led him to China, Eric was the General Manager for IVR’s (International Voice Register) software development center in India. IVR India was part of the organization that achieved one of the first CMMI Level 4 accreditations in India. Eric currently serves as the Chair of the International Association of Outsourcing Professionals (IAOP) Shanghai and is the former Chair of the Ethics and IT Committee at the American Chamber of Commerce in Shanghai.

Eric has a Bachelors’ Degree in Economics from Skidmore College in Saratoga Springs, New York USA.

David Buck, Vice President Engineering

David Buck joined Bleum in 2012 and currently serves as vice president of engineering and Bleum’s legal director. He has more than 25 years experience in the IT field and more than 20 years specifically in IT outsourcing.

Prior to joining Bleum, David was vice president for Insigma Hengtian Software and China COO for Strategic Systems Solutions (now part of Capgemini). While in these positions David built and delivered high quality software, support and infrastructure services to banking and financial services and independent software vendor clients. In particular, he focused on developing the management talent required for successful software and services delivery.

David has helped build and run outsourced solutions from and within U.K., China, USA, Singapore and the Philippines, as well as establishing long-term relationships with blue-chips and smaller clients.

David has a BSc. (Hons) in Physics from Keele University and an MBA from the Kellogg Business School – Northwestern University and the Hong Kong University of Science and Technology. David is a Fellow of the British Computer Society, a Chartered IT Professional and a Certified Outsourcing Professional.

Alex Zhang, Vice President Finance

Alex joined Bleum in June 2014, bringing over 15 years of financial and commercial management experience to the position. Prior to that he served as CFO and controller at myTianhui, Information Technology Co, an online technical survey organization providing SaaS resources and South China Morning Post Group, a Hong Kong-based organization publishing one of the leading English-language newspapers in East Asia. Alex also worked in senior financial leadership roles at InterGest Shanghai Consulting, Asia City Publishing Group, and IHG and Starwood hotels.

Alex has a Bachelor’s Degree from Shanghai University. Additionally Alex is a Certified Public Accountant.

Austin Huang, Assistant Vice President Engineering Operations

Austin Huang first joined Bleum in 2002 as one of the first group employees, served as an ODC Manager from 2004 to 2007, Senior ODC Director from 2009 to 2014 and was appointed AVP of Engineering Operation in 2015. During the past 15 years in the industry, Austin has accumulated deep expertise and experience in software project, program and resource management, and pre-sales.

In his role as AVP, Engineering Operations at Bleum, Austin has critical responsibility in multiple areas. He has full responsibility for development of the Bleum in-house project management and quality management product, Hydra. He oversees and manages Bleum IT services including hardware infrastructure, help desk service, and internal applications. He takes charge of the Bleum architect group, which builds the Bleum technical competency. Austin also manages the engineering bench team to train bench resources and provide resource supply to ODCs.

Prior to joining Bleum, Austin spent two years in HangZhou on the development and implementation of telecommunication device supervision and control system.

Austin has a Masters Degree in Computer Applications from Shanghai JiaoTong University and an MBA from FuDan University.
