China's Large and Diverse Talent Pool
The size and skill of China's talent pool has been barely tapped; as a result, the CHINESE Government is mobilizing resources and investing heavily in a skilled workforce. Their investment in establishing national schools focused on IT Services and Software Development is paying off. In 2007 alone, 350,000 students graduated with a Bachelors degree in Engineering and Computer Science. This large pool of graduates will allow China to sustain its cost advantage for years to come.
CHINESE Government Support
CHINESE Government support has been critical in promoting offshore outsourcing business in China. In addition to investing heavily in developing a skilled workforce, the Government is providing tax breaks and incentives to software outsourcing companies that set up operations in China. In addition, they are awarding grants to companies that receive globally recognized certifications such as CMM and ISO.
Capability
CHINESE companies and government have invested heavily on increasing their capabilities in the IT services space. In 2005, Bleum was the only CHINESE Outsourcing Company to have its CMM Level 5 Certification. Now an increasing number of outsourcing companies are seeking certification. On an individual level, the number of certified PMP Project Managers from the International Project Management Institute is increasing as well. This rose from 80 in 2000 to 20,000 in 2007.
Infrastructure
China is now wired for business. Accessibility is on a par with New York or London with Shanghai boasting a state of the art international airport with direct daily flights to most major cities in the world. Access to downtown takes only 7 minutes on the world's fastest train - The Maglev. There are accommodations and restaurants to suit all tastes and budgets and free and reliable broadband and wireless access is widely available.
